Kernel prepatch 6.12-rc4

Linus has released 6.12-rc4 for testing. "I'm not happy with how big this is - it's probably far from the biggest rc4 ever, but it _is_ the biggest rc4 we've had in the 6.x series at least in number of commits."

"Remove some entries due to various compliance requirements. They can come
back in the future if sufficient documentation is provided."

I guess this is something to do with sanctions, but I think the folks removed from the MAINTAINERS file deserve a little more informative notice than that!

I'd say "a little more informative notice" would be benefitial, in general. Quite some confusion e.g. about the RAVB driver now.
