It is not a problem for Gentoo, because "I want to compile everything locally" is Gentoo's entire raison d'être (i.e. it's not a bug, it's a feature). This is not the case for NixOS, because Nix is all about containerization and isolation, which does not (in principle) require compiling things locally.
