The AGPL clause is problematic for being meaningless but the AGPL has an escape hatch:
you do not have to accept the license to run the software.

Except of course when you have to modify the "source" to configure [1] said software, which is the norm in dynamic/scripting languages.

[1] basic stuff like site URLs, feature flags, database configuration, autentication/credentials, theming, etc etc..
