Incus is a fork of LXD. It's founded by (at least most) of the people who originally wrote LXC/LXD at Canonical. From what I understand, after they left Canonical, they were locked out of contributing to LXD by being denied access to the git repository (and I suppose draconian CLA agreements could also have played a part), so they forked it to the new project called Incus, LWN also referred to it a while ago: https://lwn.net/Articles/940684/

Incus (and LXD) is a tool to manage whole-OS containers (in contract to docker and friends, which manage application containers). It's supposed to be a more lightweight alternative to things like libvirtd that manage virtual machines.
