Not at all - the decision was that the *ingredients* for composefs (mainly overlayfs extensions) would be in the kernel, and "composefs" would be a userspace concept wiring those ingredients together - and this has all happened!

In fact, we just released 1.0 as all the required pieces are merged into the upstream kernel:
