Looks like one of those problems where "if the only tool you have is a hammer, every problem looks like a nail". The EU has one tool more bureaucracy.

I remember when ISO9000 was going to solve all software quality problems through more process. And see how well that worked.

There is a real problem here, but this is not a solution.
