Is it? First of all https://vmsplice.net/9vim.html (yes, it is from 2008, but development of Plan 9 is not exactly neck breaking speed, and yes comments on https://www.reddit.com/r/plan9/comments/94wm96/vim_for_pl... are ridiculous).

Second the biggest problem I have with Plan 9 as it is now is completely horrible ultra-mouse-centric user interface which looks very much like something from 1980s when we were all in love with mouse, wait, it IS from 1980s! Some reasonable shell and keyboard-oriented utilities would IMHO helped to make Plan 9 more useable.
