Merge /bin and /sbin

I think merging those two would make sense too. Many distros (such as Fedora) have both in $PATH anyway, so the distinction is pointless these days. But unlike the /usr/ merge it's not that much of an enabler of new things, hence I guess it has not found the big champion yet.

But yeah, if Fedora would decide to merge the two I'd absolutely support that.

(Traditionally there were some ill-designed tools that installed into both dirs, and exposed different behaviour in the two dirs. Not sure how much that still matters)
