Interesting. That does make /usrmove in Debian quite different to rpm based distros. Rpm tracks files via a mechanism called fingerprinting pretty much since the beginning, which allows it to identify and handle cases where directory symlinks make a file appear at multiple places. Not just for conflict management but dependency resolution as well.
