My guess is that such a "sticker" on each product page at HP's website could be part of an OEM HP-Microsoft deal to get rebates on volume price licenses on windows.

I think you're right. One can see the same boilerplate phrase on the order form of any hardware manufacture that bundles MSFT Windows.

I can verify that that is, in fact, the case; however, I only speak for myself and not my employer.

I contacted Hewlett Packard about the Microsoft issue. I heard back from Voisine, Cheri [cheri.voisine@hp.com] who said the correction on the Web page will be made shortly. They used a standard boilerplate header.
