Why surprised ? It seems pretty obvious to me that most upstream developers know close to nothing about integrating a piece of software into the OS. It's very similar to how I've met plenty of good software developers that knew their business matter very well (e.g. in banking, GIS, electronics simulations) but had absolutely no competence in running the code they wrote. That's why the ops team was around.
