Not a networking expert, but how does a SRPT style priority mechanism deal with non-cooperative flows? That is, what if an application splits up its messages into lots of small messages, in order to get preferential treatment?

(I guess a bit similar to how Bittorrent games TCP by launching a gazillion streams?)

Then SRE turns that application off until its developers agree to fix it.

Or maybe Homa has some sort of mechanism to deal with this, I don't know, but you can't just run random adversarial code in a DC and expect to get away with it.

You're on a datacenter, so presumably you can agree with other teams to Just Don't Do That (TM) I think. As someone else mentioned, the SRE can enforce this, misbehave and will shut your service off until you fix it.
