I beg to differ ; a good ticketing/reporting tool is extremely valuable for the developpers - I would even argue that it's more important to developpers than to managers. That's even the reason why some commercial systems were able to be so prevalent in the area: they spoke to developpers, not to managers.

Unfortunately, the state of affair in the open source world is quite depressing in that regard and the fact that we still rely on Bugzilla in quite telling.

These two statements are not in conflict.

I think it's fair to say that the tools that tend to get deployed are done so for the managers' benefit, and the features/customizations are to benefit said managers.
