If you consider trying Chromebook, these 2 should offer you good video call experience per this youtuber. Looking at the quality, it should not be achievable by UVC USB camera.

There's nothing that would *technically* stop UVC devices to increase image quality. They can use a good raw sensor, and integrate a powerful ISP. This is usually not the case though, but more due to marketing and sales reasons (including the fact that UVC chipsets for webcams usually target lower-end devices) than technical limitations of the UVC protocol.
