The 'move to a new topic' feature in Discourse is severely underused... probably because most Discourse sites have volunteer moderators with limited time available. Maybe there could be a 'community' mode where if enough people suggest that a series of posts get moved to a new topic that happens automatically (like flagging is done today).

Topic split and merge can be done by category moderators as well as whole-site moderators, and by Trust Level 4 users. More TL4 users who feel empowered to use the feature is one possibility. I like the flag idea too.
