I think it would require an extremely detailed understanding of the exact energy properties of the specific math on that CPU - ie, I think what “complementary” means will depend on precisely what’s easy or hard for a particular CPU, ie, precise implementation details.

Yes, that's what I would have expected. However, the present attack works across different CPU models, so apparently it uses some common property. A defense against this attack could also use that common property.
