Isn't the number of open files (sometimes) user defined?
Why not depend on that (in fractions or multiples)?

We indeed raise open file limit to 1M by default. But that requires CAP_SYS_RESOURCE. We also have been looking at running virtiofsd unprivileged and don't have CAP_SYS_RESOURCE and hence can't raise the limit.
