Some other poster commented on this, but to me a time "on the hour" in the 24-hr clock is always referred to as "hundred", ie "eighteen hundred". If there's any confusion as to whether time is meant, the word "hours" is added - "eighteen thirty hours". Noticeably, this is normally not used ante-meridian, just post-meridian :-)
