They also had a history of instability here, with DST abolished in 2011, reinstated in 2014, and then "temporarily" canceled in 2015, ostensibly so that they could study how well it worked in 2014. But the tzdb people cannot be reasonably expected to read the tea leaves and predict the political machinations of ~200 countries all at the same time.
