Interesting. As a non-Bengali Indian living 1600+ km away from Kolkata, I can't say I feel any similar resentment when asked to pick "Asia/Kolkata" as my timezone. I haven't met anyone who complains about it, either. If anything, it's nice that Delhi is not picked as a "representative" city of India!

Kolkata is an odd choice since it was a relatively late entrant to IST (1948; IST was established in 1906). But hey, who cares.

The rule for which city to pick is "The one with most people" in order to avoid politics.

That almost did work but sadly Jerusalem got picked by the rule and now the Palestinian rule also wants Jerusalem.

Jerusalem should probably be on some kind of avoidance list as that city seems to trigger people.
