My expectation as an end user is that new releases mostly add modern dst transitions. Potentially breaking date/time calculations of existing and long stable zones seems fundimentally wrong. Such a major change warrants a major version bump. IOW - zoneinfo2 However, my preference would be to see a more flexible system that doesn't rely on the symlinks that have caused the current crisis.
