Umm, why would you want to call that zone CEST? That 's only mostly-sane during the summer (or rather non-winter given the times when it's turned on and off).

Europe/Central would be much more appropriate.

NB: At least Samoa gave us more than a week's notice. We should be grateful. Wasn't there some country a few years ago that decided three measly days before the time of the switch?

That would be Egypt, when they abruptly canceled DST in 2016. They also had a history of instability here, with DST abolished in 2011, reinstated in 2014, and then "temporarily" canceled in 2015, ostensibly so that they could study how well it worked in 2014. But the tzdb people cannot be reasonably expected to read the tea leaves and predict the political machinations of ~200 countries all at the same time.
