Well yes in France the revolutionary purging of historical regions was successful enough references to Paris (as a regional anchor) can be offensive to other parts of the country:).

Which means the only “good” localization in France is France (or continental France vs non continental France because everyone realizes the French parts in America or the Pacific need special treatment in many cases).

France won’t make Corsicans or Bretons or Catalans very happy but they will hate identification with Parisians more.

Localization is as messy as human history.
