OK, on very small systems it matters, but then you don't use the TZ database at all. On a bit larger systems that can support the database, it is unlikely to matter very much whether the size is 3 Mb or 5 Mb.

I like your suggestion about how the compiled data should be stored. It automatically optimizes, if two source time zones happen to be identical in some given version of the database.
