McNeally may have said it (or something similar) first, or at least before Zuckerberg, but Zuckerberg has definitely repeated the statement, and I think he has more to gain from repeating it and trying to convince people that it is the case:
“Privacy is dead. Get over it.” proclaimed Mark Zuckerberg in a TechCrunch Interview in 2010

(I am unable to find a copy of the original Techcrunch article that doesn't require me to read, understand and agree to 3,500 words of legally binding cookie/privacy terms before being able to access it, and who has time for that kind of bullshit. So my apologies for the lack of a proper source for the quote.)

I think you need better evidence for that claim. As far as I can see, the 2010 TechCrunch interview where he discussed privacy is https://youtu.be/LoWKGBloMsU?t=152 and he did not say that. (He said something much less pithy about how social norms around privacy are changing and people are willingly sharing more personal information than before, and Facebook is innovating to reflect those social norms.)
Maybe the Stanford Daily writer just read the headline of https://www.nbcnews.com/id/wbna34825225 ("Privacy is dead on Facebook. Get over it.
