Freedom 0 still applies - you can use the software as supplied or as modified by you for any purpose you like.
We're talking about cases where the user of a piece of software wants some assurance that the people supplying them software won't make changes that make their life difficult. You can't just assume that the people you get software from care about your application of it to a problem; if you want them to care, then you need to make sure that they know you want them to care.
This whole mess is about two different groups having different understanding of what they have implicitly agreed to as part of one group using the other's software.
