Does Windows have similar built-in fallbacks? Does macOS? As far as I know they don't. Chrome OS and Android might, I'll grant.

Last I checked, Chrome OS didn't. It will ping Google's DNS servers as a diagnostic probe if your DNS servers don't work, but it won't reroute queries by itself.
