The thing I think you are missing is that non-technical users don't want to understand the problem at all. They want to go on Facebook. That's all they ever wanted to do. They don't want to learn something, they don't want to figure out why it's broken, they just want to go on Facebook.
But is there any evidence that the fallback ever helps non-technical users? The bug report was for a cloud instance, and the fallback was previously papering over a bug that cloud-init didn't configure DNS correctly.

I was responding to the suggestion that we have a wizard to help users fix their DNS on the desktop. Cloud deployments obviously have different requirements.
