I'm not sure what you mean. A server can pick a static interface identifier and it won't change as long as the network prefix stays the same. Of course the prefix might change if the topology changes, but on a home network you're pretty powerless in that regard anyway. And in any case there are ways to run services without depending on a static IP address. (Either use a local network discovery protocol or a cloud service of some sort, like dynamic DNS or a proxy. The latter also enables proper TLS.)
