An extreme example of this comes courtesy of Gene Wolfe in the Book of the New Sun: the chapter _Loyal to the Group of Seventeen's Story: The Just Man_. Even a society which is so rigid that you are only permitted to speak stock phrases from an approved list will retain the ability to communicate arbitrary concepts.
