So I am going out on a limb and say that the linux kernel environment has had 3 secretaries over the years that would meet Brooks' criteria:

1. The mailing lists. Most of the data is stored and 'collated by grep' for a long time and was more what a 1975 secretary would do with meetings, notes and documents.
2. The git repository. Again keeping track of the source code, who did what and when, why they did it and recaps of decisions.
3. LWN. Jonathan Corbet has done a 20+ year service to the communities for the work he and the other LWN contributors have done to make the high lights of the decisions available to the general audience of 'other groups' needing that information.

The tool maker is definitely something that various people have never had time for full-time and instead has been done ad-hoc.
