AFAICT, a CableCard is a way to access scrambled TV programming on a cable network, assuming you have a cable receiver already. I can't find any PCI or PCIe cards that support DOCSIS 3.0 or 3.1, implying that there's no card that lets you directly receive cable Internet service.
