ISO 8601 clearly defines this as the beginning of a new decade: https://www.iso.org/obp/ui#iso:std:iso:8601:-1:ed-1:v1:en

There's nothing to "discuss" here.

Too bad they didn't retcon 1BCE->0CE, 2BCE->1BCE, etc. while they were at it :(
