Soller: Real hardware breakthroughs, and focusing on rustc

I'm a little late to the party and it's already late for what I'm proposing, but the Rust project has just finished collecting proposals for things to focus on in 2020. This year, for example, the focus was things like ergonomics (IIRC). Making Rust work well with distributions would be a valid goal to focus on for the project, IMVHO. So the best place to rant about this would be #rust2020 :)
