I agree with the year versioning, basically, for the reasons you mention (schedule slip, and so on). The only corner case might be if a release was planned for January and by miracle it was ready in December, which seems unlikely. 😉

One minor tweak would be use something like "2019.update1" or the like, to make clear that it is not referring to a month number (I might be confused if I saw "2018.5" come out in 2020).
