The Linux Foundation? You mean the body which has no community representation any more and is *entirely* funded by big corporations? ... perhaps another body retaining at least a little of the free software ethos would be more appropriate.

I see what you mean, but which other organization is vendor-neutral *and* has the necessary budget?

Maybe somebody like the Raspberry Pi foundation? They at least can be trusted to have the "needs of the small, hobbyist users" in mind. (They should get the rest of their patches upstreamed, dammit.)

The main problem is, however, that these needs are not a well-defined deliverable that'd be easy to organize some funding around, crowd- or otherwise.

Are there other organisations related to Free Software that would be able to fund such work? The only one I can think of that has enough funding would be Mozilla but it seems unlikely they would be interested.
