Not true - you can use GPL'd software, it's just that you have no-one upstream of you to handle the liability. It all falls on your shoulders as the IoT device maker; if upstream software has an exploitable bug, and you put that on your device, then you are liable for the results.

Same applies if you use Microsoft Windows Embedded, FWIW - the licence says that Microsoft aren't liable, but it's still possible to use it in places where you are liable, you just have to insure against the risk that there's a bug that results in liability for you.
