I think that users' concerns should not have any weight in this. Yes, if I as a user want to submit a bug report or something like that I will have to follow the guidelines. But in my opinion, the CoC is there not only to "protect" the developers from other developers but also from the users. As they are not the ones protected by it they should not have a say in this.
This is my personal opinion, you are free to disagree.
