Personally, I don't see why I (for example) should have any stake in the code of conduct, as a user-but-not-developer of Linux, other than perhaps on three points:

(1) if I'm a potential developer, it may well impact whether I become a developer in reality,

(2) if I think it will have a significant impact on the software itself (which is fairly unlikely - there are projects with smaller contributor bases where the community has completely split in two and yet the code base has survived and even flourished) or

(3) if there are serious ethical or reputational considerations (does it go against my or my culture's norms to the extent I don't wish to be associated with or support it in any way?)

I think a code of conduct would have to be pretty unusual to trigger (2) or (3) for most people.
