I guess that's because freenode right now is going through an attack of really filthy, vicious, sick-making spam.

Not just freenode, I've seen some of the recent spambots attack a completely different private server so there must be some blind IP range scanning going on. Setting chanmode +z (require TLS) seems to be a 100% effective mitigation strategy.

Except it would likely keep out a whole bunch of legitimate users too (especially on less technical channels).
