Flatpaks for Fedora 27

I agree with a lot of what that article has to say -- but it's actually *in alignment* with what we're doing here. The idea of this proposal is actually to create a large pool of Flatpaks which contain software *with* maintainers in the traditional distro sense. That's entirely separate from arguing against third-party Flatpaks.
