Not sure how that makes sense? They created the GPL and have explained their rationale in detail for copyright assignment

The probability that copyright enforcement, cited as a primary reason for copyright assignment, will be necessary for GNU Emacs is, to put it mildly, slim.

One can argue that other GNU packages might need it, but, seriously, GNU Emacs copyright enforcement in 2017+?
