I'm working on a project that's on github, and hopefully we'll never be forced to move away (due to them closing shop, or whatever the future holds), but if that was the case, is it also possible to migrate all the issues in the issue tracker and the pages in the wiki?

You can use the API to fetch all of the data at least. The wiki is also a git repository itself. I don't know if they have a way to download it all as a single tarball.
