This. Also speaking from the compliance-within-a-big-software-company perspective.

Having a comprehensive software bill-of-materials is also important for minor issues like, say, security vulnerabilities.

There are many reasons not to account for the components used in software construction.

In the commercial environment, all of those reasons are bad.
