Because giving "Legal Advice" is something which carries with it some obligations under law, and IIRC you can only legally claim that your advice is "Legal Advice" if you are a qualified, registered lawyer.

I would clarify that those "obligations" you mention are things that could make you civilly liable for any result if they rely on the advice.
