Also, closely related to those "shifting defaults": the reason Firefox made it significantly harder to disable JavaScript was that many people were going through the Firefox settings, turning off JavaScript, then later finding websites broken and not making any connection to the setting they changed. Various forms of telemetry helped identify this problem. The solution was to make it less likely that someone would disable JavaScript without understanding the implications.
