Replacing TCP with TOU is more akin to replacing a denormalized MySQL 3.x DB with a single-column table full of schemaless JSON blobs, with all the smarts happening in userspace code written this century.

NoSQL in this analogy would be something along the lines of SCTP+IPv6; that'd be a real improvement (and naturally, still wouldn't make everyone happy), but we don't have the luxury of choosing an appropriate tool for the job.
