As noted in the linked bug report (in the next comment, actually), using the SAME blacklist overall, does not make you fingerprintable.

If you would start to build your own custom blacklist, then you’d be easily singled out.

I think the main reason for keeping out tracking protection, one that is not touched upon at all, is that Torbrowser users have less (no?) need for it.
