This the normal way Linux kernel development works - you add one change to set up some mechanism, and then separately add the components that use the mechanism.
It's true that working together with a larger community is difficult, and it can indeed slow things down. However, if often produces better and more wide-spread results. I think Kees' kernel self-protection work is exactly what's needed - let's get improvements developed in various places into the kernel that most people use.
