Distros DO provide infrastructure you can use in order to dispatch new package builds. Fedora and Ubuntu both have PPAs (called differently in Fedora) which are channels through which you can push updates to distributions properly, and allow you to slowly add conformance to their packaging standards, as well as automated no-downtime schema upgrades when updates take place.

tar cvzf tarfile.tar.gz directory is not the way to do it. Multiple people have told you this. Focus on making end users happy.
